This is actually a complicated question. There are, however, many attempts at simple answers -- usually politically motivated.
There are many different factors to analyze. From pure welfare funding to federal contracts to military spending, etc. Spending in one state can benefit or detract from all or some of the other states.
Different interests score the results in different ways. The final scoring is a composition of their results.
