I'd say those troops are going to be put in use in a very short time. The reason is, there is a widely known pattern in turkey which is to limit the bandwidth of the internet usage to prevent any heat from the social media, right before or after the big happenings. I have posted here yesterday that most of the social media and other websites were restricted to access but you could still use a vpn service to bypass the restriction. Today they have also restricted the major vpn services like;

there are stages of conscription:
First stage; default procedure as usual, normal 1 year conscription, no changes yet.
Second stage; is they start to accept volunteers, they get trained then usually stationed for garrison duty.
Third Stage; this is where partial mobilization begins, Volunteers gets sent off to frontlines while those who got drafted takes their place.
Fourth Stage; Extensive/Total mobilization, Young Conscripts trained and sent to frontlines hastily while old ones are left behind to maintain order.
Fifth Stage; Scrapping Bottom of the Barrel, this is the where you draft everybody who could hold a gun as desperate measure to counter overwhelming enemy
I'd say it'll only reach to Third Stage maximum, however we cant rule out the Fourth Stage too

Iraq has threatened us multiple times, just two days ago they said they wouldn't want it but if we cross the border they would have to. fight with us. Our fucked up govenrment is obsessed with Tel Afar because turkmens are living in there. They are mostly sunni and they are afraid thay shia Iraqi troops would do something to them. If you ask me this is just a cover up for something else.
Also we are pretty much looking for a reason to fight with the kurds. Shit is just about the hit the fan.

If anything it's KRG that will be acting as the vector for the turkish troops to get to Mosul/Tel Afar.
