I didn't really understand BvS Lex either.
My favorite motive for Lex is that he is like a human-supremacist. He sees superman as perverting the natural evolution of human civilization. He sees himself as a Napoleon/Einstein/Confucius like figure, who would otherwise shape human history, but some alien came in to pretty much make humanity his coddled protected pet.

They should have used a Luthor more similar to the animated series, have him play Batman's role at the beginning, rescuing his employees from Superman's destruction. Have him rope in Wayne and subsequently Batman into his anti-superman spree, then have Batman realize it's wrong when Luthor wants to take it too far and actually KILL superman rather than just reign him in, leading to Batman siding with Superman and Bruce Wayne subsequently cutting all funding/backing/support after Luthor is jailed for unleashing Doomsday.
But DC has no idea how to fucking make movies.

I was under the impression that he was scared shitless.
He saw what Superman could do and he felt helpless. The Kryptonians had tech way above Earth's level. Two of them having a bar fight nearly leveled Metropolis.
Lex was abused as a child, and it left him with a fear and hatred for authority, and also made him slavishly devoted to power and success. He sees a challenge to his own power he can never overcome, and in his own words "If God is all good, then he is not all powerful, and if he is all powerful he cannot be all good." He doesn't believe Superman is all good and its just a matter of time before he destroys everything.
He had to prove Superman was either weak (Bats or Doomsday would kill him), or ethically compromised (The bombing of the capital building and potentially martyring Batman to stain Supe's image.)
As he gained more knowledge from the Kryptonian ship, he realized there were bigger fish in the ocean. He evolved into wanting to kill Superman so that he could prove, possibly to himself, that it could be done. He thought he could control Doomsday and that it would protect him from what was coming.
He was wrong, but it was more arrogance and miscalculation, not him being impulsive or random.

As far as making a bigger threat. He clearly thought he could control Doomsday. Arrogant, and possibly a desperate move, yes. But not necessarily against his motivations to kill Superman and potentially ward off other threats.

Yes, because Lex is already an asshole way before Superman appears on the scene. There's a dozen different takes as to why Lex hates Superman specifically. Byrne made him an entitled rich asshole who felt humiliated when he couldn't just buy Superman to do his bidding.
