You act like you're monitoring their activity or something. As mentioned before, something happens in your familial life, you can reach them to relay the message, either to bring. Something dire happens to them, they can phone the authorities. If they need to get a hold of you easily they don't need to bother staff or someone who has a phone they can already have themselves to call you.

I don't understand why you wouldn't at least give your child a garbage flip phone that is specifically to be used to call for emergencies or to get in touch with you, it makes no sense when it also gives them the ability to use a basic calculator, a compass, and so forth. You're not being a helicopter parent here, you're giving them an emergency phone. You're not always going to be next to a landline.
