Rubber hose animation is a style of animation characterized by the very loose, rubbery anatomy that was very similar to that of a hose, or even spaghetti. It was used not only because of the efficiency of animation but because it appeared less rigid and allowed for the appearance of more fluid movement.

The style was incredibly common when animation came to be popular, notably in Steamboat Willie, Oswald The lucky Rabbit, Popeye, and many of Fleischer Studios' works such as Dizzy Dishes, Bimbo's Initiation and Betty Boop, and continued to be popular for decades albeit less so, heavy elements of the style being featured in works such as Ren and Stimpy, Animaniacs, .

The style has begun to see a resurgence in recent years in such works as Disney's Mickey Mouse (2013), Adventure Time, Wander Over Yonder, and other non/co/ works, such as pic related.

You have to realize that back then cartoons didn't have entire seasons to fill up a television channel. Most animated works back in the day were mostly shorts that would appear in pre-cinema entertainment. This allowed the shorts to relatively have a much longer development times and since cinema was an increasingly booming business higher budges were reinforced.

As television and serials started taking over more and more cartoons were expected to be syndicated in a more traditional schedule, which was alot harder to achieve for animation. Because of this a new era of fast and cheap cartoons were being produced in the 60's, most infamously being Hanana-Barbara which created a long tradition of reusing animations and making characters more stiff as to not waste time and money.

Simply put animation is a long and arduous art form and sacrifices were made to keep up with faster paced expectations.

Fun Fact: Ghibli had nothing to do with that scene, it was outsourced to TMS and was even directed by Kenji Hachizaki as well.

In short, Ghibli & Miyazaki had nothing to do with that scene, TMS did it because Miyazaki knew they they were doing alot of American projects at that time and he also used them on Laputa as well.

You're really desperate here. You have fluid armsbut the rest of the body and even the other characters don't match. This is just flash animation which we have had for decades.. Take a look at the classic images and notice how every appendage is in motion, not a random motion but a planned one too. Everyone except the micky one feels like it lacks direction or purpose to the movement
