Black and Arab people were also part of Greek or Roman empires because their lands got conquered, and Persia returned the favor a few times.

The age of Alexander an then the Roman empire came long after the classic period of the Greek city states. Since that era the Greek world was much more isolated, and the Greeks had very restricted conditions about their civilzation. For example only Greeks could partecipate to their panhellenic Olympic games. They may have been contacts though, with other populations, but only in a commercial level.
