HRC wins: Comey waits until after the election is concluded and the current President no longer has the power to pardon, the bureau can recommend and proceedings can begin, most likely with a special prosecutor. Kaine, and the DNC in turn, would have to deal with the political cloud of pardoning HRC hanging over the remainder of the administration if they were to do anything about it.
Trump wins: Trump makes good on his promises and proceedings are carried out accordingly.
You will not see any major developments in the investigation until after January 20, 2016.
