Yes, he does have a robot hand. No, he didn’t have one before. I asked the artist and apparently she decided to retcon that in or whatever.
The official responce was:
"I added that since Jules had become a robot due to an accident during the great war, I wanted to incorporate that in this story by just having Jules lose his left arm and left leg."
