In context it's more about using the rules of society to gain control of others. That's why it talks about carrying a solders gear 2 miles.
At the time it was law that a roman solder could force a non roman to carry his gear for a mile (this was considered long enough to give the solder a break, but no so long as to terribly inconvenience a person met on the side of the road.) If you carried a solder's gear 2 miles, and he let you he was breaking the law, and you now had leverage against him.
Same with giving a man who sues you for your shirt your coat as well. It shames them when you respond like that in a public setting.
When you give a man who strikes you a chance to strike you again, you offer him a chance to show his foul character by unjustly attacking you.
It's like social aikido.
