If haki works on Plastic Man, (which it should, he's basically a logia version of Luffy's ability), Luffy wins in a short term fight.
If not, he'll beat the hell out of Plas but eventually get worn down and lose.

Easy answer in universe. Tech advances are closely regulated by the World Government, who has near complete control of the oceans and dictates the flow of information very well. They fucking erased 800 years of history. Only criminals who are willing to basically go to war can live outside their direct control.
The series has examples of people arrested/forced into government service just for advancing tech. Vegapunk for example. World government probably doesn't want planes because their seat of power is at the divider of the oceans.

Basically, Haki is willpower. Oda has written about how he was advised by someone he cared about not to have the main character killing people. Rather to defeat them and their ideas during the fight.
Haki is an extension of that. Haki is literally hitting someone with your desire to win, and crushing theirs. It's why strong willed conquerors can knock out people without strong wills. Stuff like that. It's like a psychic physical strike to damage your body and essence. No idea if it would work on Plas, but there's a chance it could.

Therefore, hip baths or showers are the most common choice. Now, in Crocodile's case, "water" is the weakness of his very powers, so his abilities are robbed even in the shower. Just looked it up, and yeah. Oda said hundreds of times that any water immobilizes them. Kinda makes me mad that this page exists, since Luffy was completely under water. But just stood up. According to Oda, he should have been "immobilized" and died.
Regardless, I still think Luffy would have no problem with Plastic Man. Not like he knows he's susceptible to water, and I'm sure Luffy would avoid water at any costs.
