Originally no because he was just a psychic guy, but pretty quickly they gave him alien bodies that were super strong and by post-Crisis he always matched Superman's strength.

Seriously, not particularly. It depends! Brainiac is a computer program who jumps from body to body and his strength varies with that.
I personally prefer the intellectual Brainiac who dosen't use physical force to vanquish his foes.
