there's literally no reason for him to be alive other than "he has to be Batman's villain in the future lol", now he's just some Penguin thug who sometimes shows up and bullies Gordon before disappearing for a couple episodes
besides after how badly he fucked up the whole Nora situation he should really consider another suicide
There's a lot of dead weight in the show. Freeze, Firefly, Ivy, etc.
Not to mention all the obscure Batman villains that never came up again.

Ivy could have been a really great support to Penguin, even better if they never aged her up. But I guess with Sophia around him so often, the writers didn't know what to do with Ivy, again, and got rid of her.
