Po's talent went beyond simply learning, he could actually figure things out on his own if he put his mind to it,like with the cookie jar, he could also improve adapt and create on the fly, whereas tai lung could only fall behind in even the span of a single fight.
Po is gentle enough to let in tai lung on his secret so that he too may benefit, but when he refuses to change he finishes him off with a secret technique he pretty much admits, just figured it out on how it worked.

Tai Lung didn't get the scroll because he never would have understood what it meant. He was concerned only with his daddy issues and what he felt he wanted/deserved.

I was honestly surprise by that. It added just a slight bit of nuance to his character, that for one brief moment he almost softened.
If he'd never understood it, what was the harm in letting him read it?
Going on a rampage cause he'd think he was tricked/he was never worthy cause he can't understand the scrolls message?
Shifu is at blame for focusing and hyping Tai Lung to become the Dragon Warrior and not standing up for him when Oogway rejected him, Shifu himself admits as much.
But the fact that Tai Lungs response was getting violent is a pretty good indication that he wasn't Dragon Warrior material. Hell, he didn't even get the message of the scroll once he actually obtained it.
It's kind of a theme of the parents messing up their kids which builds into the mirroring of Po and Tai Lung.
Tai Lung was raised only knowing kung fu and equating his success at it with parental love due to Shifu focusing him on it so much.
Po on the other hand was coddled and overprotected which buried his natural kung fu talents and left him such a manchild (well a different kind to Tai Lung).

Shifu himslef didin't understand the point of the scroll. In fact, judging from his last words, Oogway's goal the whole time seemed to be to get his old student to understand it by teaching Po.
That is, until KP3 retconned it. Fucking hell
Yeah, that was the point. That's why when he DOES get a look at the scroll he looks on his own reflection and laments "it's nothing!"

Oogway said he predicted that Po would be the kung fu master that would defeat Kai. So Po really WAS some chosen one, undermining Oogway's whole lesson.
While it probably was unintentional Oogway does come of as kind of a cowardly bitch before transcending. Like he was visibly disturbed by the news of Tai Lung getting free and then "conveniently" deciding that it's his time to transcend now.
I liked Shen more than Tai Lung, he was such a good villain.
Even his wolf minions were good.

I kinda hated that they didn't redeem him. Maybe that would have been cliche or robbed the story of drama or whatever, but I really wanted Panda to show El Tigre the mirror scroll, he gets mad, Panda effortlessly beats him until he starts to understand, has a revelation and ultimately understands WHY he wasn't worthy of being the chosen one.
But no, he just gets killed.

Seems like the writers really wanted to hammer in how Tai Lung was just completely incapable of understanding it.
He could have inadvertantly understood it after Shifu apologized.
He could have understood it after seeing the scroll himself.
He could have understood it after Po explained it to him.
He could have understood it after Po demonstrated it by whooping his ass.
But he didn't. In the face of defeat, he just stubbornly kept calling Po fat. The writers REALLY did not want him to be redeemed.
