He tried to be good. He really really wanted to turn over a new leaf and help people. Now it all comes crashing down.

This is a huge disappointment. They had such a great moment when they shook hands in Action after those aliens tried to kill Lex.

he's been doing a ton of evil super villain shit during the entire Rebirth era and before, just not in Superman or Action Comics, since in those books he has to hide it from Superman

Him turning to evil again felt really lame and forced. Like all that effort into being a hero, to the point of fighting for Superman's life and he destroys his chestplate and goes full edgelord grin just because Superman disapproved of what he did? There was basically no build up.

Reminder that Superman was completely justified in being pissed at Luthor considering he sent robots to attack, kidnap and transport he and his family to fucking Apokolips.

I think he genuinely wanted to do good, but he went about it like he always did, i.e. like a villain. And when he was confronted about it, he went "well, I guess I'll just go back to being evil then". Luthor never managed to overcome his nature of being a little shit. But it was nice to see him try.

Encourage Kong Kenan to accept demonic powers in order to enhance himself and unlocking all his Superman powers.
Incompetence leading to the superhuman virus contamination of an entire city.

To be fair, his inevitable failure was made him trying to be good entertaining. It adds a tragic element to his efforts when we all know its going to come crashing down no matter what he does, no matter how well-intentioned he is..

He was legitimately trying, in his own mental gymnastics filled misguided way. Sad that it was Superman's fault he finally decided to go "fuck it". Superman refusing to believe in him time and time again was what pissed him off the most. If he's such a great hero, why the fuck doesn't he believe in someone turning over a new leaf?

They both where. Lex was the boy who cried wolf he called Superman for everything to the point of Superman ignored him because he wanted family time, but in lex's defense he had no idea Superman had a family or spent time not being Superman. Superman was wrong because Lex tried to alert him to his kidnapping numerous times before he kidnapped him and Superman never even checked. With all his powers he could have seen Lex was kidnapped and not even have left his living room.

Define good. Before the merger, he made a relatively genuine effort to become a symbol of hope and did his best not to be the crazy murderous ass that he knew he could be. That is pretty good compared to normal Lex who would nuke Metropolis if he thought it would kill Superman.

At least we got a good run out of it, which is more than what could be said about a lot of these kind of stories

The great thing is that Lex starts off doing good as a sense of pride and grudgingly works with Superman to protect his city. But as time goes on the two start to trust each other and that arc with the Machinist showed them actually bonding. But Lex got in trouble, forced Superman to help him, throw Superman to the wolves for his self preservation, and now Superman is like FRIENDSHIP ENDED WITH LEX.

None of his deeds are forgotten by Superman. He still remembers all the horrible shit he did in the past. Superman was incredibly reluctant to help the citizens in apocalypse and even then it was a different sect that had little to directly do with Darkseid. Lex doesn't stop being a monster just because he pulls a front on turning the other leaf.

He was like Spock. Yeah he kind of wanted to be a hero, but he also wanted the respect and love he felt was “owed” to him. So there was a mix of selfless and selfish reasons.
