Joe Arpaio or "Sheriff Joe" as we called him in his county of Maricopa, was the county Sheriff. He was elected in 1993 and has won every re-election since.
He's incredibly tough on crime - incredibly. Many criminals fear Joe's jail more than everything. He employed numerous tactics to accomplish this - for example he played the food channel on TVs in the jail.
But, perhaps most notably, he made what was essentially a gulag. He erected tent cities that were used as jails, where criminals stayed night and day in the Arizona heat. These tents could easily reach over 120 degrees inside. He made them break rocks, do manual labor. He was also extremely tough on drugs and extremely tough on illegal immigration, which meant that an endorsement from him was a serious rallying cry to anyone anti-immigration, and there's actually a giant tank outside the sheriff's office with "Sheriff Joe's war on Drugs written on it.
