By inciting separatism inside the EU you're basically running away from the problem, instead of fighting and fixing it. Pulling out space exploration is one example of just that, where only the wealthiest superstates will be able to colonize space, while everyone else will devolve into irrelevancy (as seen in the historical case of on-Earth colonialism).
