mail-in ballots + they have to vet provisional ballots.

Someone votes at a booth... then goes to another place and votes via provisional ballot, etc. these take a few days or weeks to finish.

Unless there is wide-spread fraud, it wouldn't make a difference in PA.

Good thing the Electoral College is a buffer against grossly overpopulated counties like Los Angeles County, CA and Cook County, Illinois. Those places cause enough problems for their respective states as it is, don't need that shit in a national election.
