But we already have tiers of internet SPEED, but discriminating the actual data is like picking between two packages that weight exactly the same, have the same size and are making the same trip, and just charging more for one because it's been sent by a specific person.

As they always do, the best case scenario is that ISPs jew the tech giants enough that competition becomes actually viable, but the likely thing is that they'll form their own cartels and you'll need to move to another state to conceivably use certain websites expediently.
