Ralph was created because a writer/artist team wanted to use Plastic Man in a Flash story and thought DC didn't have the rights, so they made their own goofy knockoff. Later turns out they did have the rights, but Ralph stayed around because he was fun.
There is no dignity to be had for the Elongated Man.
