Yeah in N52 Louise was unpowered and dead but we've seen characters that got ditched in N52 come back in Rebirth. Since Louise sold her soul to Neron I guess she's got a supernatural tie that could bring her back.
Crystal was revived during Blackest Night but she'd take more doing to come back as her own entity; maybe some split from Louise since Louise was created by a viral infection from Crystal in the first place.
There's also some theory somebody here posed about Frost being related to a golden age Wonder Woman villain.

Yeah, after Crystal died Louise had a mental breakdown and Revolver Ocelot'd herself into thinking she was Crystal.
A later comic reveals that Louise actually took on Crystal's personality and powers when a virus Crystal had infected her, rewriting her brain and DNA.
