This is plainly incorrect. Flash (Adobe Animate) is still commonly used for modern animation, but there is, and always has been variety in what animators prefer to use.

People usually describe rigged animation as "flash animation", but for the most part, they are usually animated in flash/adobe animate just because of how popular the program is.

Flash is fine for shows like ATHF, which need to be animated but aren't really driven by the visuals. Giving that show "real" animation wouldn't have improved the quality much.
