While I do enjoy their relationship, i wouldn't call it the best. For one despite the numerous hints that the two regularlyhave sex, there are very few scenes of them sharing so much as a kiss, you have to go with non-canon stuff for that. Heck the writers seemed bound and determined to make sure the romance is only hinted at with no real substance.

They'll always float back to each other, but just as quickly they'll break off again.

It isn't that a monogamous relationship between these two hasn't been explored, its more that neither one can pull it off. Unless you change the core of their personalities.

That was just something New52 introduced, before the reboot she hardly had any relantionship or sexual encounter at all. Her character changed, and that its proof that her relantionship with Ivy can change too, if some reboot could change people perception of Harley to the point that you can describe her as some "free spirit dits that'll sleep with anyone then some other thing, other medium can chnage people perception of them. Comic fans want that, they'll be asking for that for years. There's hasn't been a good Harley/Ivy story as a relantionship because (like I said before) writers haven't explored that side yet even though there's are a demand for it, and for comic readers themselves. Harley/Ivy isn't something that would come out out of the blue, it wouldn't be something unexpected, in fact people are expecting that. It would be the end of her plot, but it also would be the beginning of something new, just because some plot ends it doesn't mean another new can't be created

The couple is doomed, the right approach could be one you don't want to see. First at all a story about a gay character rescuing a girl in a bad relationship doesn't work for a story accepted by fans cause it is the kind of plot comic fans despise. Sometimes they tolerate it cause the character involved is really loved like Batman or Joker but usually a cliché romantic story is ignored and hated.

Let's think of a universe with this premise: Harley is a man and he fell in love with Ivy, he's the hero wants to save Ivy from herself, Ivy falls in love with him.

You don't want to read that story unless you remember constantly Harley used to be a woman cause what you want is a gay couple. Now imagine DC makes it canon, you won't accept that, you're going to call it an alternative universe but you'll always remember the original version as the real one.
