Because it's good for comic book sales. If cape comics actually progressed at all through properly processing and pacifying all of these major threats, they'd have to come up with new villains.

The government can barely handle real world problems (at best - assuming they aren't the ones actively perpetuating them), I don't think it's much of a surprise that they'd just sit back and let vigilantes fix shit for free when super-villains can escalate so far above the threat levels that they're prepared to handle. And even worse, if they push back with equal extremes to combat those problems, they'll have a fuck ton of morally outraged superheroes working against them, along with a very unsupportive public who probably don't want to live with the NSA/TSA on steroids.

Wake up people! The goverment is not inept at stopping super villains because the goverment itself is a just sham. In reality the world is ruled by Ztemh Tribunate, consisting of the Nowhere Men under the Pentagon, the Dry Academy in Tungusca and the Crooked Man in the Furyous World.
They are maintaining the illusion of a ordered world, sending warping-rays to murder our souls.

Yes. EVERY cop is corrupt in real life and there won't be a single cop who will turn down the money who thinks the money isn't worth letting a reviled killer like him on the loose.

If you believe the cops are so crooked, they could kill him, and just take ALL his money, not just a small bribe. In point of fact, there's actual laws that say your funds can be seized if there's reason to believe were obtained in the commission of a crime. I.E, robbing a bank means your money is now forfeit because they can't be sure how much of it is yours and how much was the bank's. Or robbing a convenience store, drug money, etc. Hypothetically, they could take every dime of joker's money from all those bank heists. He'd be broke.

Absolutely not. Escaping from prison and you commit a crime? You get the chair. FEDERAL law.

Try to plead insanity? Can't be used as a defense when you've escaped from an institution because that proves you understand the consequences of your actions; nobody just walks out of jail, and if they escape they planned it. Planning -> not criminally insane.

The government wouldn't fight them, they would just offer the villainous leaders lucrative backdoor deals so they willingly serve as controlled opposition during military efforts. Then when they stopped being useful the villain would be fed cyanide or eat a .50 cal from three miles away, whichever research indicates would actually work.

Don't forget inviting the villain to extravagant drug and sex parties, all of which would be recorded and then released via MSM at a strategic point in time to ensure they have 0 public support.

The only "realistic" villains are ones like the modern versions of Luthor; not in it for the money, but because he seems to genuinely hate and fear Superman. These days, Luthor's more likely to be offered a Cabinet Post than threatened with prison.

the government themselves are corrupt and don't care unless it threatened their establishment. they let villains do their thing and are willing to use them as means to an end.

Why don't superhumans literally run the world in any universe/setting with them? Why are there still mundane governments in Marvel/DC?

Or maybe because the insane person simply wanted to get out to have fun without necessarly understanding that their actions have consequences

Same reason the government is so bad at stopping heroes. A comic where half of them are dead and the others waiting in the death row wouldn't be very interesting in the long run.

On the other hand, there are european governments seriously pondering what to do with their citizens arrested in Syria for being Terrorists (bringing them home then leaving them free?), so maybe real life is worse than comics in that regard.

It's not that cops aren't crooked its that there are checks and balances to prevent them from integrating dirty money into their legitimate finances. Read a history book, cops aren't your friend.
