My view:
1.- Killed a bunch of commies
2.- Put some smart guys in charge of economy, which fucked up at first, but then setup some pretty good policies
3.- stole a bunch of money and property
4.- tried to stay too long in power but rescinded it in a peaceful way

As a form of government what you tradeoff vs democracy is increased government abuses (be it steal shit, or human rights violations) in exchange of rapid advancement in policy.
Pinochet is liked here because the rights violations were mostly against commies, and policy progress was mostly on economic issues (free trade and shit)
