I'd imagine that was the original intent. I think the timeline slid around to accommodate the writing as necessary. Then again, it usually appeared to take place in a sleepy little suburb or small town, and those sorts of places sometimes seem to exist in their own little time bubbles.

No joke, the town I grew up in had exactly one gas station, one church, one grocery store, everything closes at 5 pm, etc. Nothing had really changed since the turn of the century when everything was built. Total population less than 5000. My family left when I was 16, and we returned a few years ago to bury some random aunt, and everything was exactly the same as it was when we left.
