I don't dislike him but that's partly because he does nothing to be likeable or inflammatory.

Because the deal in 2008 was for Hillary to back off and let Obama be the nominee. She would not quit her campaign before that. In return she got the full support of the party in 2016. Biden didn't have a choice.

Yeah, more often than not they're chosen to just get any votes or placate groups you wouldn't other reach. However any that intend to run for president should be. Al Gore is the most recent example that comes to mind and he had campaigned pretty hard before 1992 even if he lies and says he didn't want it then. He was certainly a notable politician and voice during his time before, during and after the vice presidency.
