All it means to be a classical liberal is J.S. Mill type social liberalism whereby you allow people to do what they want without having the state give any welfare benefits.
I'm not even a classical liberal but in general I find it a sympathy worthy view because less state interference is shared with a lot of social conservative traditions.

Are you really such an idiot that you need a state to tell you what to believe, what to think and how to act? The government exists to serve the people and to guarantee the rights of its citizens. Other than that people should be free to do, say and believe whatever they want so long as they respect the beliefs, acts and rights of others.

Classical liberalism is about negative liberty, i.e. minimum state social intervention.
Modern liberalism (Rawls type) is what you are describing.

I've never seen actual socialists calling themselves classical liberal. If they did that then they would just be wrong.

Classical liberals got that name because socialists in the US called themselves liberals, as they became popular the term liberal became synonymous with Democrats which is a mostly social-democratic party.

Otherwise before the 60's or 70's I think, liberals where the people who believe in small government and more rights for the individual.

Reclaiming the term would be a better course of action than keep coming up with labels. Then they can show their true selves and start calling themselves the Social Democratic Party as they should have done decades ago. The only reason they don't do it is because for most Democrats socialism is good so long as you don't call it socialism.
