19 is literally perfect and im not just being a cartoonfag. It calls back to her most popular 'original' outfit with the neckpiece while still showing a very good amount of skin for a "sexually liberated" race. Easily recognizable design compared to something like 12, 14, or 20. Easy to affect with damage and change compared to something like 6 (which is by far her worst outfit).

It's straight up just a good design. Maybe a bit more ornamentation like with 1, 2, and 14 and it would be great for a grown Starfire.

15, 16, 17 look too much like Psylocke and Witchblade
14 looks like it was pulled from some kids book prior to 'DC Super Hero Girls'

Eliminating characters that aren't Starfire leaves us with a bunch of them that get the character's design wrong. So there's not much of a choice really. Upper left corner are just about the only ones who get it right, though 14 is a step in the right direction visually, so I let that slide.

Characterization is all over the map, but the third row is disqualified for being WILDLY out of character for Starfire.

And as for Starfire specifically, just read this:

I like 12. The comic was okay but I liked it enough to buy a couple issues.

That's funny user. I've watched every episode of the Teen Titans series and I can safely say that Starfire's characterization is pretty much never relevant. For about 80% of the episodes, including several episodes that revolved around her, her personality is "goofy outsider who doesn't get earth customs and is sweet on Robin". Contrasting that with Raven, who was pretty much always portrayed as a shut-in who was scared of her emotions and dark side and the difference was enormous. Most Raven episodes would at the very least center around her fundamental character, whereas Starfire kept getting goofy ones about dating or screwing things up with misunderstandings. The opening episodes were promising, because they pretty much repeated the beats about Starfire's introduction from the comic, but for most of the rest of them she had absolutely no edge to her. The exception I can think of are the ones that involved Blackfire, and even there cartoon Starfire acted pretty meekly against her sister until the final act of it.

I fully understand that a cartoon made for kids isn't going to tackle a serious issue like Cyborg having immense body horror trauma for what he's become or Starfire's conflicted feelings towards her duty to rule her people and to stay on earth with her friends or god forbid stuff like Raven being emotionally traumatized as the result of her mom voluntarily joining a satanic cult, but the cartoon for the most part took things so far in the other direction that it might just as well have been an X-Men cartoon, or a Justice League cartoon, or the Mighty Metahumans or something.

People forget that Starfire isn't just some sexy girl. She was a pulpy slave girl in a callback to that kind of character. The original Titans run she appeared in was very much about clean cut superheroes running into those kinds of adventures and characters and not being wholly prepared for it. It's the same reason Raven's classic costume shows a bit of leg, but has that kind of long drapery to it that shows that she's in the same vein.

If you change the costume you'd need to change the character since costume should always reflect character. Animated Starfire had a different costume because she was basically a totally different character.

As the character becomes more popular, they are probably going to play down the pulpy slave girl aspects even more than they already have and focus more on the trained gladiator/comedic foreigner/exiled royalty stuff. This will take the character in a direction that creates the most opportunities for story hooks while mitigating the risk of someone in the audience getting triggered. Increasingly modest outfits will be part of that trend, at least to a point
