Not really. There's good art being made, and there's bad art being made. What's lacking is a broad cultural consensus on what constitutes "art". In fact there is no consensus, that's the hallmark of our modern view of art. In ancient greece, good art was a marble statue of a muscled guy. In medieval europe it was a massive painting. Today it can be anything, a shitstain on a paper cup or a pair of broken glasses, or a beautiful photograph edited in photoshop.
So art is still here, what's not here is any sort of coherent culture, we've lost our culture and instead we have smartphones and videogame livestreams and mcdonalds.
The last really great beginning-to-end album I remember hearing was Primary Colours in 2009.
Movies and shows are faring a little better but culture as a whole is reflecting the shallowness/mundanity of our times

The problem with "art" nowadays is that a lot of rubbish that was once not considered as "art" is now considered to be.
Then again, countless years of exploring what art is would probably lead to this. Human imagination may be infinite but to translate it into physical manifestations such as paintings and sculptures requires rigorous practice and discipline, and even then we can't accurately put into our work what was in our heads. Art today is more of being conceptual rather than being aesthetic. You have to look deeper into the artwork in order to grasp whatever the fuck the artist had put into it his work, and even then the artist's interpretation of his work may not even matter or affect how you perceive the art work. Artists have sometimes gone overboard with the idea of art being more conceptual that it leads to shit like these, and to top it off people think that they can look sophisticated or look smarter by pretending to like or understand shit like those.

Well... Considering modern art is art between 1850-1970 then nobody is able to make modern art anymore. Movements like the Fluxus movement and the post-modernist change in art made sure that it's impossible to make modern art anymore. While this didn't exactly change, the idea that there is a certain "acceptable" way of life has shattered and art followed suit. Since the current dogma is that anyone can be anything, naturally, art can also be anything.
Where this fallacious idea crumbles is man's inherent need for structure. This is why we can't just smear shit on a wall and call it "smearing shit on a wall" - it has to be "art". It has to be a commentary on this or that, it has to have some sort of "deeper meaning". This deeper meaning was self-evident in a simpler past where certain givens were allowed to be givens. In this age where everything is questioned (except things that actually need questioning - but that's another story), everybody has to be a unique snowflake with a unique insight into things. For a lack of insight into anything concrete, it will be invented. If not by the artist himself, then his audience.
In TLDR terms - the definition of art is fluid and subject to societal norms.
