It's actually very impressive - ISIS was threatening new attacks every week, but since Nice in June, there haven't been any big incidents. Belgium has also solved its terrorism problem, too.

ISIS is fighting their largest battles to date. In Mosul and likely in the next 6 months Raqqa. After Raqqa falls there will be a huge exodus of terrorist from syria/iraq. THEN we will likely see an increase in terror attacks all over Europe.
It could be any of those things.
If we go along the assumption that their stratagem is based on a short time frame (50-100 years before completion) then we could make an educated guess to say that they want to normalize terrorism. If we assume that their plans span much further (200-500 years before desired outcome) we could guess that they WANT a race war/right wing death squads.
