In my headcanon, Boomhauer's job is to monitor Dale and keep him out of trouble. When it looks like he's just wasting time in the neighbourhood, he's constantly keeping tabs on his best friend and sending notes back to his superiors.

That way if a bust happens and they're about to be arrested, they quickly flash their upside down badge and the arresting officer knows to take it easy on them. He was obviously undercover trying to get information on the pimp-daddy of Heimlich County.

If there's one good thing that came of that, it's that when King of the Hill was removed from Netflix, everyone immediately started giving half-star reviews to the similarly titled (but unrelated) movie that would come up when you tried to search for the show. That movie was flooded with reviews all complaining about KotH's removal. It was hilarious.

Source? That doesn't make any sense to me, why would that work any better than having it right side up?

The real question is why would an undercover cop even have their badge in the first place.
That doesn't seem like the best idea. If you're undercover enough that you'll want to be brought in if everyone around you gets busted.

He's not undercover though, he's a Texas Ranger. They don't have uniforms and act as statewide officers of law to assist local police where required.

As for undercover police, there's a distinction between plain clothes police and undercover police. Plains clothes will carry their ID and badges and will be wearing civilian cloths to fit in for surveillance reasons. Undercover will not carry ID and will actively be working to collect evidence and arrest a set target.
