The Joker falls into the same category of characters like Deadpool, Wolverine and, of course, Harley Quinn: if he's written by a good writer who truly understands what makes the character tick, he'll be phenomenal. If he's written by anyone who merely buys into the hype without understanding the underlying substance, he'll be insufferable.

For basically the opposite of all the latter reasons you've listed. He's absolutely GOAT when writers characterize him as a genuine madman with an ambiguous concept of lucidity who's just pulling out all the stops to be as wild and theatrical as possible, there's nothing inherently boring or unlikable about that. But he falls apart completely when people attempt to give him "depth" despite him having no discernible motivation, an in-depth back story that he'd even recognize as fact, or any humanizing qualities of any kind. It just highlights what a two-dimensional goon he is while detracting from all of his core strengths. He shouldn't be some tortured nihilist trying to pedal some tin-plated crock-of-shit philosophy around to make a point, his greatest quality is being able to break AWAY from that mold. While other villains toil away with their traumatic pasts or bitterness against society, he flourishes in cartoon villainy in a world flooded up to the collar in very real problems like systematic corruption and social decay. He embraces everything evil in the world like some renegade member of the Addams Family with a wilder color pallet. That's what's made him stand out for decades.

Also, Bat-wank has definitely played no small part in the entropy of his characterization. Making him a hyper-competent omnicidal maniac just because Bat-God needs a worthy opponent has ruined him.

I can't even disagree with you, frankly, he IS overrated. But the real joke is that he's pushed so hard because his weakest iterations gained mainstream synergy

Is there even a story? Azzarello is an extremely overrated writer. Seems reason enough to make fun of him.

At his best, The Joker has an imagination that can go where no other character's can and provides writers with more freedom than any other villain, hilarious and terrifying in equal measure. The best Joker writers are people like Marshall Rogers or Chuck Dixon who took advantage of the character's madness to tell stories with him that couldn't be told with any other character and who understood that he wasn't enduring because he was dangerous but because he was entertaining.
Joker's primary appeal as a character should never be how dangerous he is or how gruesome and edgy his murders are. Any villain can do that.
Anyone can bullshit some super-advanced poison or uber-edgy psychological campaign or huge, bloody massacre. But The Joker was entertaining because he was a character who could go from a scheme where he'd try to copyright fish in his image, to kidnap and brutally beat the police commissioner on live tv, to stealing godlike powers and eating the entire population of China, to even helping Batman solve a murder if that's what suited him, and so on.

Unfortunately, with Batman's continuous descent into grimdark and with the popularity of things TKJ or Heath Ledger's Joker (who was actually a lot funnier than people give him credit for but still had a terrible influence on the character), he's become little more than a more randumb Mr.Zsasz in clown paint and with an obnoxious Villain Sue status that makes all of his stories the exact same.
He kills a zillion people, makes some fakedeep speech about chaos and anarchy and whatnot, Batman grits his teeth, they fight and either the Joker is hauled by the cops or apparently dies. Rinse and repeat.

No one disagrees with your assessment that The Joker is disgustingly overrated and that he has little to no appeal these days.
But as a Joker fan I feel the need to point out that, yes, he is actually much better than that. Unfortunately no one seems to give a shit.
