I assume it's because Homer is a fuck up at work and that's a big no no for the Japanese so I can see how that's black humor to them. At least the early seasons have some very "on a special episode of The Simpsons" vibe which could also be seen as black humor like when Marge is tempted to cheat on Homer or when Bart is almost held back a grade, you never see stuff like that in a comedy anime or even a dramatic anime.

The League has been other things, the main reason they dropped the America is because Cereal Lord already had his stupid plan to do the Effing JLA D-list team like Vibe could actually take out the Justice League story arc that lead into his even dumber Trinity War/Forever Evil crapfest. New 52 also saw JL Dark and JL International v2, plus JL United.
Previously, of course, they had the Justice League International.
And for that matter, Martian Manhunter, Aquaman, Wonder Woman - NOT AMERICANS... Since, as far as the world was concerned, Superman was just Superman - also NOT AMERICAN.
