Barracuda's likeable because
1) He's not a total dumbass. He has his bursts of emotional fuckery, but usually they're when he can afford them and they don't mess with his critical shit, which puts him a cut above most comic book villains. He put R-Rated Nick Fury in his place for god's sake (although he did receive a top secret beatdown afterwards for his trouble)
2) He's jolly. He's like if Santa Claus was a bloodthirsty crack dealer with military training
3) The things he does are entertaining. There's a reason he's the standout villain in Ennis' Punisher run. He makes "classic Punisher villains" like Jigsaw seem like rejects from a Dick Tracy comic.
