Europeans have basically two cultures, first the national culture (ie. things you know other countries from) and then the Western culture which is the culture imported from the US. The US is the main exporter of culture, it has its advantages because you don't feel strange in any Western country but on the other hand you cease to have an inherently American culture only Americans understand (since everyone shares it everyone contributes to it in a way)

Secondly with everyone crammed into cities those who control the land and own farming and food production will own everyone enough to force workers into labouring in agriculture to survive once oil starts getting too expensive to sustain food production. At the time of foundation in the US something like seven people were required to make food for ten people(I think that didn't include the original seven so it could be seven to feed seventeen people I've never found a straight answer on that) with the production of oil for machinery and fertilisers reliant on oil by-products and chemicals we've been able to knock that back to about one person in twenty. Take away oil and suddenly we need to turn that equation around and that's going to be a problem because the rich want to eat just as much as we do.
That and and everyone crammed into cities makes population control easier as without a central unifying culture they're easier to manipulate as they're disconnected from history and tradition so things which are unthinkable one day are normalised the next.
