That could very easily just be artefacts caused by compression.
What most formats do is that they don't store entire individual frames. Instead they store one complete frame and then just update the few pixels that changed since the last one. But every now and then they put another whole one in there just to resync stuff, and when that happens you can notice small artefacting just like the ones you see in the video.
