I watched the Anthony Fantano response to this and I couldn't help but chuckle. Rappers stealing/altering people's art work for T-shirts and posters and shit isn't anything new. The best I manage to scrounge up is that tracing OC work is legal assuming you are not profiting from it and tracing fanart is legal because technically said picture was never actually yours to begin with BUT it can be considering art plagiarism but only if they plagiarized all of it and made no substantial changes.

Is there really any difference?
No, the image they made, the actual artwork, is still their IP even if they couldn't use it to turn a commercial profit because it features someone else's character. But that doesn't mean they don't own the image they made, and they can raise a stink over someone stealing that image.
However it's possible that the tracing is considered a different artwork, because it was altered and transformed somewhat and now clearly depicts a different character. It's not a case of someone stealing their art, it's a case of someone tracing their outlines and creating new art based on that, which is a different case.
However it's a misleading lie to spread this illusion that an artist doesn't have copyright over their own work if it's fanart. They do. It's their work. They just can't do whatever they want with it because it features a character someone else has rights over.

I know but as I mentioned tracing is legal if "substantial" changes are made. I'm not sure what defines "substantial" but the tracing isn't completely identical so it looks to be technically legal.

I'd say it's been substantially changed because on a quick glance they look like different images, different characters, the colors are different, there's now a background, the clothes and accessories are different, the body type is different etc.

If anything, this could be a blessing. CAL ARTS/very simplified cartoon drawing made to be easily produced means it's easier to copy other artists. So now those artists will feel the need to go to more complex/unique drawing styles to avoid this.

I don't know much about all the legal parameters behind it but isn't it transformative enough to qualify as 'parody/transformative work'? Like the colors and body type and a variety of other things on the body are changed up so much that it's barely the original piece.
