For the characters in RPO, success depends on them having an encyclopedic knowledge of nerd culture, strictly as it was originally laid down in the original media. No deviations. The main character gets a DeLorean with a computer named KITT and an oscillation overthruster and plates that say ECTO-88 and every word of that is a reference, a callback. There's nothing new.

That's not fanfiction. There's no creation, no "what-if," no serious deeper thought into the media past what the original creators intended. What it is is...I don't know what it is. Transcription. Just writing down what's already been written, and transposing elements at best.

It's the narrative equivalent of scrapbooking. Except instead of collecting personal memorabilia Cline collects references to things he remembers from the 80's, so he can build a self insert fantasy where the ability to remember things he likes from the 80's has tangible worth and social value.

I'm surprised there hasn't been an attempt to push Fallout: Equestria, or some derivative on its themes, into the limelight. The "What if the Bad Guys in your cute 80's cartoon won" and "What if your goofy 80's cartoon became a dystopian hell-hole" could hit the right audience easily.

Basically, the only thing separating Earnest Cline from your 'big' fan fic writers is the right agent.

Scrapbooking is a good way to describe it. It's like a pastiche of everything that the author pointlessly obsessed over well into their adult life, written down into a book. It's like if The Adventures of Huckleberry Finn was written about whatever authors and painters that Mark Twain liked instead of some kid in the American south. The key difference is that Mark Twain didn't copy/paste lists of popular culture into an otherwise drab story about some loser trying to solve a puzzle left by an even bigger loser. Thankfully Mark Twain's book was a pastiche of antebellum southern culture, some aspects of he was attempting to romanticize, many aspects of he was trying to satirize. Whether or not Mark Twain lifted some of his stories word-for-word from people and places he actually visited is irrelevant, his writing induced a genuine transformative element into them, and the book is better for it.

That's the key difference between a writer who's works endure and writer who will be forgotten about in 5 years. That and they don't characterize a nerd by bluntly listing all of the trivia questions he could conceivably answer.
