The Spot could actually be a pretty good hero. His power set would make him able to help a lot of people.

He makes for a lousy villain but he'd be a great support hero.

Moon Knight would make for a terrifying villain. If he follows his serial killer tendencies it could lead to a divine inspired slasher.

The Ghost would make a good hero fighting against the corruption in the system and dismentaling various conspiracies.

The joker being a funny version of the punisher would be awesome

Sebastian Shaw is a villain who works better as a field leader style hero

Basically, imagine kinetic absorption Steven Seagal.
I think physical powers (can punch very hard if he absorbs enough energy), arent very good for villains, unlike telepathy or just being a super scientist.

He has also been a hero in many AUs

Honestly, after reading his modern books, Wolverine. He would work way better as a villain than a hero. I feel like if the X-Men ever learned of even a fraction of what he willing did before his mind wipe, they'd kick him out of the mansion so fast that his skin would have burned off.

Domino was a villain in AoA, one of the best assassins of Apocalypse, he sent her to kill Nate Grey

But the story wants you to believe he's the hero and treats him as such.
DOOM is a fucking villain, the story treats him as such. The pretense is usually "how will DOOM fuck this up by being deep down shit at his core" whenever he appears to be doing something heroic and in the end is still a callous monster.
When Tony is the villain he's supposed to be morally grey and trying to do what's best and feels bad and shit. But in the end he's just being a fucking halfassed idiot. .

She also could have easily killed Cable as well. Domino is really perfect assassin.

Moonstone and Songbird respectively both need to be heroes. But they must also be forced to work together while being them. It makes for a great dynamic.

Despite the narrative of the x-men, I'd argue no. Pretty much every human who has gotten real power ends up fucking up somewhere. Which is why I argued for Juggernaut, whose entire purpose is to destroy things and he fought through that to help people.

Much, much harder than anything that most mutants have to deal with. Deadpool also has to fight a similar nature that he has a hard time controlling but at least they acknowledged him over the years.

They stole juggernaut's development and more people need to know about it.

I would totally make a series where he makes his own superhero team with some real c-list heroes. He could have the funding and knowledge to train them, and when he gets involved you know shit is really about to go down.

I always thought Vandal Savage was the kind of character who shouldn't be restricted to just being a villain but instead someone who should realistically try and play on both fields, considering all he wants is to stay alive and consolidate his power. Still undeniably a monster responsible for more evil acts than nearly any other villain in the DCU, but an agreeable monster with understandable motives who often saves people's asses and helps them fight a greater evil, either because it suits his ends or because he's gotten tired of failing.

Like a lighter version of Karl Edward Wagner's Kane.

This concept feels like it could be a really interesting twist on Batman's own revenge/power fantasy thing against crime, only probably a lot more cathartic to watch. He could basically just be the apex predator of Gotham who specifically preys on egotistical sociopaths and other varieties of hot shit who think they're "above" common morality, or have reputations 'too big' to fail them or something.

He's still around but is widely considered to be a D-Tier villain that is easily beaten. Kamala slapped him around a year or two ago almost effortlessly. Evil Beast might as well be 90's Jackal who lifts a bit more
