Highly likely, and the best place to look as of now. A DMS with a month delay makes as much sense as any other timer, and is more reasonable than a 24 hour one incase theres a medical emergency or whatnot that would prevent being checked on and reset.

A blockchain is a distributed ledger. you cant change things in the chain without changing subsequent blocks, which would lead other users to reject your version.

Its great that the blockchain serves as a historical record as a release of the keys. The implication for this is really cool (you could encode all sorts of things the people in control don't want out there, like DRM keys or something) but it doesn't answer my question

If he really is dead, why not just flood the internet with the keys? Its impossible to moderate the entire internet, especially TOR with that level of precision. They can dump the keys in hundreds of places at once.

Why risk doing it only on the blockchain where it might go unnoticed or where it may not be recovered?
