They are definitely the exception.
I admit I haven't read an awful lot of either but from what I have seen the standard manga tends to be more creative with panels (or lack thereof) than a typical western comic.
I did read Watchmen recently and it's definitely one of the better examples in the medium, in paneling and everything else. Not exactly very creative or unusual with the layouts but still very effectively presented, which is more important.
Read some European comics if you want some interesting panelling.
Wonder Woman: Earth One did a lot of interesting stuff with paneling.

Uhhh, no not really. The -standard- manga is pretty repatative with panels. There's like, four common sets they repeat using.
What YOU'RE using there is Berserk, which is the exception to the rule and is beyond both Sup Forums and Sup Forums.

I feel like almost everything in this thread is just goodlooking art with interesting backgrounds then good paneling. Or it’s inventive paneling.

I really like subtle and instantly understood stuff like this, or the way Aja puts panels inside other panels as a way of controlling the readers perception of time and space.

Don't know about european comics, but it's applies to manga as well.
Muira does have a lot of amazing paneling especially in fights. His page was a terrible example agreed.

Is this one dude punching at nothing or seven identical guys fighting each other? Seriously what is going on here? It looks like the guy's swinging wildly at an invisible opponent as he falls and every time he's going through a floor it's head-first.
I know who Moebius is--kinda obvious if I know what Heavy Metal is--but I didn't recognize the specific image so I dragged it into image search and it said it was Dragon's Heaven, a manga done in the same style.
