I know a lot of people will be say the "current" decade but I think from an artistic standpoint animation was at its lowest in the 60s-70s when you have a handful of studios trying to pump out as much as they can for nothing. I think people forget this because 1 they don't watch cartoons from this period, and 2 the shitty re-hash cartoons are essentially dead and forgotten. Though there are exceptions, and I'd not apply that to film.

The 70s is what gave me The Hobbit, so it's not all bad. I loved that movie dearly as a kid and I still like it way more than the live action franchise for its less epic and more fairy tale quality.

This is a pretty strong argument. Walt Disney dying at the same time Looney Tunes died was a pretty devastating blow, and independent animation was virtually non-existent.
