I think that in this comic there's not much more to it beyond "people change," and especially people tend to change when they're constantly exposed to dangerous and stressful situations.
Ennis has that kind of effect on people. I've very rarely liked the Punisher as written by other writers, but Ennis' Punisher books are some of my favorites.
I think that at the time Marvel was just kind of hoping to copy DC's success with Vertigo.
I'd say the difference is that Vertigo was fondly remembered for being weird with some clever writing, not just for being "adult." Most of Marvel's MAX books focused on the edginess without putting interesting ideas or good execution into it.

Ennis never explained why the MAX version did, and kind of just ignored Micro's existence in subsequent arcs.
Mainline Micro was convinced that Frank was, more or less, losing his humanity and was going to end up going too far. There was also the implication that he wanted a Punisher that he could control, which is why after imprisoning Frank he started trying to mold a new one.
