Harold, similarly, wasn't so much a bully as much as he was a layabout that used his physical stature to get his way, except for the times that would fail.

It's been a while since I've watched Arthur, but I think I can explain that. The show presents a lot of different personalities and social behaviours and evaluates their overall social success quite accurately IMO. When it comes to befriending Arthur, you need to look at how they go about doing so and what kind of social power Binky and Molly each have.

Binky is a master socialiser. He implicitly understands that there are significant advantages assigned to adopting multiple personas over a single persona, or having none at all. Rather than try to be only a bully, or only a nice guy, he tries to be both but never at the same time. He is so adept at switching roles that he has perhaps the most social power of any character in the show. Despite being disagreeable as a bully, he has more friends than the affable Arthur: he is friends with the bullies, Arthur's group and even DW.
This immense social influence, combined with his willingness to be both bully AND friend of Arthur means that Binky's relationship with Arthur is unquestionable. The social hierarchy is undisturbed as Arthur is still being bullied regularly and knows his place. He's not a protected individual.

Molly, however, is socially naive. She has some basic understanding that Molly the Bully is a persona, but is unable to conceive of a Molly the friend. She wants to be Molly the Bully to everyone except Arthur, for whom she drops the persona and becomes the real Molly.
However, this means that the Molly-Arthur friendship would create significant social upheaval as Molly does not intend to bully Arthur, and presumably will not allow him to be bullied either. Aside from the disastrous possibility of making Arthur untouchable, there is also a chance Molly could quit the Tough Customers, or Arthur becomes a bully, which their respective friends do not want to happen (none of which are issues in Binky's case). Hence to preserve order and existing friendships, the Arthur-Molly friendship cannot happen.

That's... surprisingly deep. I still kind of want it to work out for them though.

An interesting theory but I'm not sure it works. Many times has Binky been seen trying to hide his softer side, particularly in regards to his Clarinet. I think he's also defended Arthur from the other Tough Customers several times as well.
Binky isn't a bully, he probably just likes banter and won't be a sperg and do a total 180 on personality, abandoning his old friends.

He certainly has and that's how he maintains his personas. If he never defends them then it's clear he's primarily a bully and not a very good friend at all. If he always defends them, it's the reverse. So he juggles the two roles which keeps everyone fairly happy with him.

It's the same sort of thing with this. He wants to segregate parts of his personality so he can pick and choose what is on display at a given time for maximum social advantage (or to suit his interests). It's less that he wants to hide these things, but more signal that they are not universal Binky traits like Buster's... questionable eating habbits. They're part of Binky the Nice Guy (or the real Binky), but not usually part of Binky the Bully. When he wants to intimidate you he does not do ballet. He is a badass young man who loves wrestling. And when he's comforting DW, he's not the guy who scares kids off the jungle gym, he's a sweet guy who loves ballet.

Seems about right. Looking back, Binky was pretty fleshed out as a character. There were a ton of episodes devoted to him and he had a bunch of different hobbies he had to juggle to maintain his social appearance to different people. And on the other hand, the other tough customers had practically nothing dedicated to them I can think of besides molly, which was just one or two episodes, I think.
I'm gonna have to rewatch this show sometime.
