I don't get the point of the Shocker's monologue. The author clearly can't be using him as a sympathetic mouthpiece -- he's torturing a child -- and even if we accept that some of the things he's saying are true, none of what he's saying really follows into a reason why he's a villainous douche. There's a total disconnect between the idea that he's been trod on and the idea that he's supposed to be sympathetic in any way.
So what's the point of making a villain give real -- if generic -- social commentary, but have them mangle their reasoning enough that we can't trust anything they say anyway?
You're not scoring points with the audience because you've failed to make Shocker sympathetic in any way, despite apparently trying. There's no tension because you know Peter is going to be free by the end of it. The commentary you might have been trying to make is utterly undercut by the fact that it's being sprouted by a clearly crazy asshole.
I just don't get how anyone can be this incompetent and also employed as a writer. It doesn't make a lick of sense.
You could have rewritten the entire thing: Shocker captures Spiderman in the exact same way -- they were fighting and both acted intelligently. Rather than torturing him,Parker wakes up and finds Shocker seriously pissed off and depressed that he's been thwarted by a teenager this whole time. Rather than torturing him, Shocker just vents at Peter and maybe smashes some stuff so you can have action panels. Peter rightfully points out that while Shocker may have some interesting points, he's not solving them in the best way possible -- shocker becomes upset at this.
Here, Shocker can either snap at Peter, confirming Peter's assertion that Shocker really isn't very smart about things or is otherwise seriously deranged OR he can simply let Peter go and get arrested immediately afterwards in his funk of depression.
Either make a substantially more interesting character out of the Shocker.

I would argue that is the point, Ultimate Shocker is lame. Bendis had been slowly building, what ended up being a mediocre, Roxxon arc and this was just another piece. This is contextualizing every single time Shocker got the shit beat out of him, it gave Shocker a motive, and ultimately it doesn't matter if he's sympathetic or not because as you said, he's the bad guy and Peter is going to win. It's satisfying to get Shocker's motives and see that he is in pain despite being a lame character, which is further pushed here when Peter tells him off for not using his mind to help people. It's also just as satisfying to see this character get a one up on Peter as it is to see Peter than beat the shit out of him.

I get the angle they were going for, I just think they seriously fucked it up by wasting a few pages on the generic social commentary. If they wanted to make the point that he was mad that Peter beat him up, that's fine. If they wanted to make the point that his social critique gave him some justification, they ought to have done a substantially better job at presenting his argument by using a few concrete examples ("You think Roxxon is ever going to let me have a job after they Blacklisted me? I've been fired from gas stations after a few men in suits have a brief talk with the owner! And that's before we even get started on the criminal record they slapped on me before I ever even thought about robbing anything!")
They just cut too far down the middle and soured both results. If Shocker just an asshole who's mad at getting beat up, they could have used the panels establishing that and made him seem even more petty and villainous. If they wanted the reader to seriously consider his plight, they needed to nix the torture and give him and actual argument. Even an insane, Sup Forums-worthy, Alex Jones anarchist screed about MONEY being POWER and THE ELITES would do more at establishing who the Shocker ultimately is supposed to look like to the reader. His current voice is far too lukewarm to be anything more than a the most by-the-book bitching I hear out of an office worker. Maybe Shocker is mad and terrified because he knows the tech he built and helped build is going to get turned on the people sooner or later? Maybe he's a nihilist who's just having so much fun when he was freed from his corporate shackles? This is a dude who built a fucking energy canon. Give me a Ted Kazinsky for goodness sake.
His pain is meaningless as we, the reader, juxtapose it to the fact that he's clearly inane and malicious -- Peter's saintly forgiveness aside, that's simply there to signal Peter is Definitely a Good Guy.
It's just boring. Nameless Villain #2390 stuff.

I agree that it could be better, but I also think that as someone who was reading as this was released the long term satisfaction of spending years seeing this dude get beat only to have a victory outweighs that and the fact that nothing really that great came from the Roxxon arc makes this look better in comparison. I totally agree with you though, nostalgia and the bigger payoff not being good sways my opinion on it's overall quality though.
