Because like the F-22, the R&D cost was supposed to be distributed over thirty-something ships, which were then reduced to three and consequently the price-per-unit skyrocketed faster than a naval railgun projectile fired across Europe.
(The naval railgun's cost went up accordingly as well, since the Zumwalt was the intended platform)
