There are a lot of opiate users, but they're generally still functional and have at least some legitimate reason for it. I have no problem with third worlders flooding in as long as there is:

If any of those two are not a given, I am against immigration. If they are both a given, they can not occupy my land and they can not force me to pay for their leeching. Muslims/Germans/Christians/Homosexuals/etc. will form their own private communities, with their own set of rules/laws/codes, and so they will enact rules like "Houses must not be over 3 stories", "No communists", "No Muslims/Germans/Christians/Homosexuals/Bums/etc.". They will also decide punishments like any private law system, like exile, physical punishment or ostracism.

I believe that government retreat is harmful and unacceptable, after a certain point. It just leaves a complex power vacuum to be filled by unaccountable and malicious oligopolies and monopolies.
