In western (and any) democracy there is only one rule: the house always wins elections. In every country elections are vote rigging competitions. Now in thirld world shitholes it's easy: the "dear leader" counts the votes and declares his victory.
In countries like US, Britain or Germany that is very complex. You need it to look credible. You need a massive movement to sweep the country or else nobody will believe they won (Brexit, Trump). The emotions have to be real and public support big - so there's an elemengt of actual People's Power. Think how Jeb! ended without real support on the ground even though he had some solid establishment backing. But once you have a genuine political movement going on the ground the behind the scenes rigging starts.
Factions of the establishment fight betting on this or that option. They rig the votes however they can, try to mess with the counting, try to control the counting computer systems. Trade blows under the carpet (think that dead DNC staffer). Like the pro-Hillary faction in the FBI (Comey) and the pro-Trump faction (whoever forced him to reopen the investigation and provided the leaks). Do you really believe Brexit would have happened if the ENTIRE establishment was against it? MI5 and MI6, military intelligence, all big business and every politician? No, you would get a 51% remain result no matter the votes and nobody would have noticed. Nigel was anti-establishment but undoubtedly there was a pro-Brexit faction in the secret services/politics, that fought against the remainers and make sure there was just a bit over 50% to win.
Trump faction won. The rest are still trying but it is done now. The actual vote count doesn't matter, of course it was a bit rigged (the Trump movement was real tho). Shillary lost. They are now still trying but the Trump faction only grows stronger by the day.
