So for the sake of argument, let's say you have a country the size of the USA but the population distribution is much more..compact. 80% of the population lives in Commiefornia, 20% spread across the rest of the states.

What stops a candidate from campaigning solely in California to win the popular vote, and promising them dominion over the other 49 states? Or how about aggressive energy conservation plans that make the liberals in commiefornia cream their pants, but put the other 20% of the country out of electricity?
