USSR collapsed and it never flew more than 2 launches. Russia just didn't have the funding to do more missions after their economy collapsed, thus the program was shelved and just cancelled.

The rocket booster it used was pretty damn powerful too, I think it could carry more payload than the space shuttle. There was a great article I read about it here:
